There is actually some debate of the origins of the Little Bully. Some collectors believe in the tale of the lure being created by accident in the middle of WWII. The legend says that heavy shelling of German U-boats by the British Navy littered the Pacific ocean with scrap and debris from bombs, ships and U-boats. It is believed that a small chunk of metal from the side of a U-boat washed onto the shore of Montauk in New York. Resembling a lure; a child picked it up hoping it would bring him good fortune but, all he was able to catch with it was more debris. Another legend tells a tale of a woman named Gertrude Bull who wanted to join the Navy and fight but, because she was a woman she was forced on a commercial fishing boat to catch rations for the war effort. She created this lure so no man who used it would ever catch a fish. Whatever legend you choose to believe the lure is shunned by fisherman but, prized by collectors.
